Education Ministry has released a Circular no 06/2025 on the Importance of Fulfillment of the necessity of Link Language Proficiency stated in the Service Minute under the Sri Lanka Principal Service
- Each and every officer in the Sri Lanka Principal Service should obtain the proficiency in English Language which is the Link Language, within the three (03) years from the date of recruitment in accordance with the Section 9.1 of the New Service Minute under the Sri Lanka Principal Service published in the Extraordinary Gazette Notification No.1885/31 dated 22.10.2014 enacted since 01.07.2008.
- Further, if any officer has obtained at least credit pass or above for English Language at the G.C.E. (Ordinary Level) Examination in accordance with the Sec.9.1 of the said Service Minute or the officers who have fulfilled the qualifications mentioned therein since 01.07.2020 according to the Public Service Commission Circular No.08/2020, are exempted from the necessity of fulfilling the having been passed by the English Language Test whereas other officers should pass by the English Language Test for Sri Lanka Principal Service stated in the Schedule “D” in the Service Minute.
- Officers who have been absorbed in to this Service Minute under the 18 interim provisions of the Second Amendment to the Service Minute of the Sri Lanka Principal Service published in the Extraordinary Gazette Notification No.2076/14 dated 19.06.2018, have been exempted from the necessity of fulfilling the Link Language Proficiency stated under Sec.9.1 of the New Service Minute.
- Thereby, the officers who have been absorbed under the New Service Minute of the Sri Lanka Principal service No.1885/31 dated 22.10.2014 and if they have fulfilled all the other qualifications except the necessity of the Link Language Proficiency for the Grade promotions, further actions are possible to be taken in respect of the Grade Promotions for those officers.
- Annual salary increments from the third Salary increment of the officers who have been recruited according to the Service Minute of the Sri Lanka Principal Service No.1885/31 dated 22.10.2014 and who are unable to fulfill the necessity of the Link Language Proficiency within three years (03) since the recruitment made to the Sri Lanka Principal Service, shall be temporarily suspended up until to the date of fulfillment of the relevant qualifications.
- Further, if any officer who have already been undergone with the suspension of the salary increments temporarily as stated in the above Para 05 has failed to obtain the proficiency by the relevant Link Language Proficiency by the due date to be promoted to Grade II, actions shall be taken to delay that promotion by a similar period of time equaling to the period being lapsed from such date.
- This Circular is issued upon the approval of the Public Service Commission.
- This circular has been published in all three languages, and if there is any inconsistency between the languages, the circular published in Sinhala should prevail.
